Commission on Investment Activities under the Mayor of Irkutsk City is a collegial, advisory body established to implement the investment policy of the Irkutsk city administration.

The Commission on Investment Activities under the Mayor of Irkutsk City is approved by the resolution of the Irkutsk City Administration dated May 13, 2011, No. 031-06-889/11 " «On the Commission on Investment Activities under the Mayor of Irkutsk City».

Main functions of the Commission on Investment Activities under the Mayor of Irkutsk City are:

  1. Making decisions on including (or refusing to include) investment projects in the register of investment projects of Irkutsk city.

  2. Making decisions on providing (or refusing to provide) municipal support to investors of investment projects included in the register of investment projects of Irkutsk city, as well as specific forms of such support.

  3. Making decisions on providing (or refusing to provide) budget investments in the form of capital injections to municipal unitary enterprises based on operational management rights, municipal autonomous and budgetary institutions of Irkutsk.

  4. Making decisions on early termination of the implementation of an investment project included in the register of investment projects of Irkutsk, as well as budget investments.

  5. Reviewing the annual report on the implementation of the budget investment project.

  6. Making decisions on issues related to the formation and implementation of the investment policy in Irkutsk.

The decision to include (or refuse inclusion of) an investment project, developed by an investor, in the register of investment projects of Irkutsk city is made by the Commission on Investment Activities under the Mayor of Irkutsk within 30 days from the registration of the investor's application for inclusion in the register, along with the following documents:

  • Application for inclusion of the investment project in the register of investment projects of Irkutsk city;
  • Investment project passport, certified by the signature of the head and the seal of the investor;
  • Business plan reflecting the social and budgetary effectiveness of the investment project;
  • A copy of the license for the activity subject to licensing according to Russian legislation.

  3. Deputy Chairman of the Commission – Deputy Mayor – Chairman of the Committee on Economics and Strategic Planning of the Irkutsk City Administration.

  4. Secretary of the Commission – Head of the Investment and Tourism Department of the Committee on Economics and Strategic Planning of the Irkutsk City Administration.

Members of the Commission:

  1. Deputy Mayor – Chairman of the Committee on Social Policy and Culture of the Irkutsk City Administration.

  2. Deputy Mayor – Chairman of the Committee on Budget Policy and Finance of the Irkutsk City Administration.

  3. Deputy Mayor – Chairman of the Committee on Urban Planning Policy of the Irkutsk City Administration.

  4. Deputy Mayor – Head of the City Administration Apparatus.
